Description
Developed on the basis of GIS technologies and databases, the automated system "GISMELIO GOSUCHET" provides state accounting for reclamation systems and separately located structures through the formation and printing of passports, statements, registers of an approved form, at the district, regional and republican levels. The system is implemented in versions with data storage in local and multi-user databases, including the possibility of using it with access in the form of a geoservice via the Internet. The system provides georeferencing of reclamation systems and their elements (canals, hydraulic structures, etc.) on an electronic map (using plans, schemes of designed reclamation systems, inventories, thematic layers of VMS, actual satellite images); efficient input and storage of the attribute information corresponding to them, provided by a friendly, intuitive user interface with automated input of information into the database using implemented dictionaries (attribute domains) that exclude the input of untyped data and, accordingly, accounting errors; automated processing of database data and the formation of passports, statements and registers of reclamation systems and separately located hydraulic structures according to the developed templates corresponding to the forms approved by the Decree. The functionality of the system allows carrying out cartographic and meaningful analysis, statistical calculations of the characteristics of reclamation systems, annual accounting of changes occurring in them with display on maps with the possibility of printing maps of reclamation systems of any required scale and composition of the generated thematic layers for information support for decision-making on reclamation. The system is open with the ability to integrate with GIS-based design systems at design institutes, automated field history books in agricultural enterprises, etc.
Advantages and Innovations
The use of an automated system ensures the creation of a single, based on a common methodological basis of geoinformatics, an information system for the land reclamation industry, which provides state accounting, surveys, inventory, cadastre of land reclamation systems, which implements effective information support for land reclamation tasks at various hierarchical levels of management - from a separate land reclamation system at the level of PMK to the republic as a whole. The use of an automated state accounting system ensures the adoption of more informed decisions based on more complete and reliable information support and, accordingly, an increase in the economic efficiency of planned land reclamation measures by 15-25% due to the elimination of re-collection and manual entry, the possibility of multiple reuse of data, and ensuring their safety , the formation of graphic documentation with geo-referencing of the work carried out.
