Description
The proposed methodological provisions are developed taking into account the conceptual differences and specifics of industrial policy in countries with high, upper middle, lower middle and low income; are aimed at substantiating the choice of industrial policy models (capacity building policy - protective - catching up development - based on innovation - ensuring the implementation of a new industrial revolution) for specific countries based on the level of their industrial development, investment attractiveness, integration into the world economy. Recommendations have been developed on the formation and implementation of the industrial policy of the Republic of Belarus in the context of ensuring its transition to the group of countries with a high income level.

The world experience of developed and new industrial economies indicates a gradual transformation of approaches to the formation of industrial policy with an increase in the level of gross national income of countries per capita. The Republic of Belarus, as a country with an upper middle income level, in the conditions of high export orientation of industrial production, faces the primary task of: implementing an industrial policy based on innovation, which provides for an increase in the share of the high-tech sector in the economy; the gradual introduction of industrial policy measures and instruments that ensure the implementation of a new industrial revolution aimed at the digitalization of production and the creation of fundamentally new products.

A methodological approach to the justification and selection of horizontal and vertical measures of industrial policy is proposed, taking into account the sectoral specifics of industrial production, the application of which will make it possible to fully utilize the potential of the Republic of Belarus.
