Institute of System Researches in Agroindustrial Complex of the NAS of Belarus offers consumers and organizations in the agro-industrial complex a System of measures for the development of the vegetable seed market of the Republic of Belarus, taking into account self-sufficiency and export potential under an outsourcing agreement and is looking for partners interested in a distribution services agreement.

An analysis was conducted of the current state and development prospects of the national vegetable seed industry, trends in foreign trade in vegetable seeds in the context of customs tariff and non-tariff regulation, and the balance of markets for the main vegetable types in Belarus.

The obtained results allowed the development of a practice-oriented system of measures for the development of the vegetable seed market in the Republic of Belarus, including the following regulatory measures: stimulating the development of vegetable seed propagation; improving the accounting of commodity flows in the vegetable seed market; integrating the country into the global commercial vegetable seed production system; ensuring traceability of seed circulation through digitalization; developing an integrated technical and economic approach to production activities; and monitoring the vegetable seed market.

The development contains a set of systematized tools, the use of which allows for the substantiation of effective management decisions in the agro-industrial complex for the effective formation of a favorable organizational and economic environment for the production and marketing of competitive domestically bred vegetable seeds. The implementation of this system of measures is aimed at creating a favorable organizational and economic market environment for the production and sale of vegetable seeds and planting material, increasing self-sufficiency in vegetable seeds, reducing import dependence, and developing export potential. The social aspect aims to create conditions for a year-round, uninterrupted supply of domestic consumer demand with domestic vegetables produced using domestic seed material that is competitive with imported counterparts in both price and quality. Taken together, this will contribute to food security, improved raw material and food quality, and increased efficiency in the domestic vegetable market.

Practically tested tools for the balanced development of market relations in the national seed industry make it possible to substantiate effective management decisions in the agro-industrial complex for the effective formation of a favorable organizational and economic environment for the production and marketing of competitive domestically bred vegetable seeds.

The system of measures was used to determine areas for improving the efficiency of foreign trade in the context of the country's expanding participation in international and regional trade and economic integration, in terms of identifying new promising product positions in demand in the global agricultural market; in developing areas for the development of the agro-industrial complex of Belarus in the Strategy for the Development of the Economic Activity "Agriculture and Food Production" for 2021-2025 and 2030 (in Russian); to substantiate proposals for the formation of a list of promising import-substituting agricultural and food products; in substantiating practical recommendations for the development of the vegetable seed market (certificate on the implementation and practical use of the results of scientific research and recommendations of Agrofirma Poisk LLC dated November 19, 2020, No. 75) (in Russian).
