Description
B.I.Stepanov Institute of Physics of the National Academy of Sciences of Belarus manufactures a National etalon for average laser pulse power and laser radiation (LR) energy units is intended for reproduction and storage in the spectral range from 0.3 to 10.6 microns of units of average laser pulse power and LR energy in the ranges from 10-9 up to 2 W and from 10-7 up to 1J, respectively, as well as for transmitting the units of average power at the wavelengths of 0.532; 0.808; 1.064 and 10,6 microns and LR energy at the wavelengths of 0,532; 0,808; 1,064 microns to the lower-level etalons, calibration setups and operating measuring tools (MT).

Functionally, the etalon consists of:
* complex of instruments for measuring the average power and energy of laser radiation;
* complex of transmission equipment of the sizes of units of average power and energy of LR;
* control system, collection and processing of measurement information and optical table.

The main elements of the etalon are the reference primary calorimetric measuring transducer of average power of optical radiation PI-15, the special design of the receiving element of which makes it possible to achieve high equivalence between the power of absorbed optical radiation and the power of direct electric replacement current, and the trap detector model LTD-11 of the reference class. The required accuracy of measurements of optical radiation power is achieved by replacing it with electric current power, which is measured with high accuracy when calibrating the reference measuring transducer.

The complex of transmission equipment of the sizes of units of average power and energy of LR consists of sources of continuous radiation, electro-optical shutters that convert continuous radiation into pulsed radiation, optical and mechanical elements for transporting, focusing and attenuating LR.

The control system, collection and processing of measuring information includes devices that register electrical signals, a measurement, switching and control unit for the etalon, a personal computer with special software and a printer.

The etalon uses electro-optical gates based on the Pockels effect, which provide rectangular pulses of LR with a repetition frequency of up to 1 MHz with a duration from 1 µs to 10 s, which significantly reduces the uncertainty of reproducing a unit of LR energy.

Advantages and Innovations
The created etalon surpasses the etalons of individual international centers and organizations in terms of such characteristics as dynamic range and standard uncertainty. It has an advantage over the etalon manufactured by «VNIIOFI» (Russian Federation): the dynamic range is from 10-9 to 2 W (in the «VNIIOFI» etalon from 0.02 to 2 W).

The etalon allows for the reproduction, storage and transmission of both the average power unit and the LR energy (the etalons of not all international metrological centers reproduce the LR energy unit).

Carrying out metrological work on the created etalon will eliminate the need for customers to contact foreign metrological centers, which will provide savings on import substitution.

The National etalon (NE 56-19) was approved by the resolution of the State Standard № 67 dated 15.11.2019 in accordance with the interstate standard GOST 8.275-2016.
