Description
B.I.Stepanov Institute of Physics of the National Academy of Sciences of Belarus manufactures a National etalon for average power, attenuation & wavelength of optical radiation units for fiber-optic communication & information transmission systems (FOTS) is intended for:
* ensuring the uniformity of measurements in the spectral range from 650 to 1700 nm of average optical radiation power in
the range from 1×10-11 to 1×10-2 W;
* attenuation of optical radiation in the FOTS in the range from 0.05 to 60.00 dB and the wavelength of optical radiation;
* reproduction and transmission of the size of units of the specified values at fixed wavelengths of 655, 852, 1309, 1489,
1548 and 1627 nm to lower-level etalons and high-precision operating measuring tools (MT).
Functionally, the etalon consists of:
* a complex of measuring instruments designed for storing, reproducing and transmitting a unit of average optical radiation power in the FOTS, a reference calorimetric system for reproducing a unit of average power (RCSRAP), a reference ball wattmeter with a registration system and optoelectronic OEC-2 converters;
* a complex of measuring instruments designed to store, reproduce and transmit the size of the attenuation unit during its operation as part of a etalon for FOTS at calibration and verification of working etalons and SI, as well as for autonomous operation when measuring attenuation, and including: tunable single-mode and multimode attenuators, installation for measuring the nonlinearity of the calibration characteristics of optical radiation receivers;
* a complex of measuring instruments designed to store, reproduce and transmit the size of a unit of wavelength of laser radiation during its operation as part of a etalon for FOTS at calibration and verification of working etalons and SI, as well as for autonomous operation when measuring the spectral characteristics of optical radiation sources and including: an optical radiation wavelength meter, a spectroanalyzer;
* means of switching and transporting optical radiation, visualization and surface control of optical connectors;
* environmental monitoring device;
* blocks of stabilized sources of laser radiation (LR) with wavelengths 655, 852, 1309, 1489, 1548, 1627 nm;
* control systems, registration and processing of measurement results based on a personal computer (PC) with special software.
Economic efficiency of development:
As a result of the creation of the etalon, various fiber-optic devices are verified, as well as their characteristics are measured. This improves the quality of manufactured and used optoelectronic products for FOTS, increases its competitiveness in the market, significantly reduces costs by reducing the cost of measurements.

Advantages and Innovations
International comparisons within the framework of the project of the Organization for Cooperation of State Metrological Institutions of Central and Eastern Europe (COOMET) COOMET.PR-S8, aimed at establishing the degree of equivalence of national etalons for the unit of wavelength of optical radiation in the regions of Russia, Belarus, Germany, China, Brazil, South Africa and Egypt, have shown that the accuracy characteristics of measurements at the reproduction of the wavelength of optical radiation on the standard is better compared with similar characteristics of the etalons of the countries that participated in the comparisons.
The cost of calibration (verification) on the created etalon is much lower than the cost of calibration (verification) of one unit of these means at «VNIIOFI» (Russian Federation), which makes it possible to certify most measuring instruments at significantly lower costs.
