Dr. Alexander Uspenskiy, Director of RCTT, made a presentation to the students of the WIPO Summer School on “Transfer and commercialization of technologies created with public funds”
On June 8, 2026, within the framework of the Summer School of the World Intellectual Property Organization (WIPO), which takes place in Minsk on the basis of the National Library of Belarus from June 1 to June 7, 2026, the Director of the RCTT, Dr. Alexander Uspenskiy, made a presentation “Transfer and commercialization of technologies created with public funds".
The report addressed, in particular, the following issues:
1. The role of technology transfer and commercialization
2. The purpose of policy and legislation in the area of transfer and commercialization of technologies developed using public funds
3. Key concepts and definitions in the area of technology transfer and commercialization
4. Regulatory documents governing the transfer and commercialization of technologies developed using public funds in Belarus
5. Timeframes for commercialization of the results of scientific and technical activities (STA)
6. Liability for violating the procedure for commercialization of STA results
7. State register of rights to STA results
8. Ownership rights to STA results
9. Relationships in the area of technology transfer regulated by law
10. Proposals for improving legislation in the Republic of Belarus in the area of technology transfer and commercialization.
The organizers of the event are the World Intellectual Property Organization (WIPO), the State Committee on Science and Technology of the Republic of Belarus and the National Center for Intellectual Property.

WIPO Summer Schools on Intellectual Property are training and educational events that are organized in various countries around the world in collaboration with intellectual property offices and higher education institutions. They are based on a single curriculum. Summer school participants get acquainted with various aspects of rights and features of commercialization of intellectual property.
