The Center for System Analysis and Strategic Research of the National Academy of Sciences of Belarus (CSASR) is looking for partners in the People's Republic of China to implement a project on the topic: "Using open innovation portals, social networks and artificial intelligence to expand Belarusian-Chinese scientific and technical cooperation" within the Contest of joint Belarusian-Chinese scientific and technical projects for 2024 – 2025.

Brief information about the problem.
In the Republic of Belarus, there is an Internet portal for open innovations of the Republican Center for Technology Transfer (RCTT) https://www.ictt.by, which provides information support for the transfer and commercialization of technologies created in Belarus and abroad. In order to improve information support services in the field of technology transfer and commercialization for organizations in Belarus and China , the CSASR, represented by RCTT, is looking for partners in China who can assist RCTT in:
1) hosting the open innovation portal of RCTT on the Chinese domain (for example, ictt.cn);
2) renting (hosting) a virtual machine to host the RCTT's Internet portal ictt.by on the Chinese domain;
3) the development of recommendations for the use of Chinese open innovation portals, social networks, artificial intelligence resources, Chinese online translators and other tools for promoting the RCTT's Internet portal in PRC, which will be hosted on the Chinese domain;
4) Debugging and launching the RCTT's Internet portal ictt.by on the Chinese domain.

RCTT is the coordinator of the Network of the Republican Center for Technology Transfer in the databases of which there are more than 3000 technology offers, technology requests, business offers, business requests, and offers for cross-border R&D Collaboration of Belarusian enterprises and organizations.

RCTT's clients include over 250 Belarusian national research organizations, universities, and firms. RCTT has over 90 foreign partners in 23 countries. RCTT has implemented over 400 projects, including over 100 international projects funded by Chinese partners, UNDP, UNIDO, CEI, EU, The Swedish Institute, etc.

1) register a domain name in China (for example, ictt.cn)
2) rent (host) a virtual machine with the following characteristics (no worse):
- CPU: Intel Xeon
- RAM: 32GB
- SSD: NVME 1TB
- HDD: RAID 2x4TB
- OS: Windows Server
3) provide assistance to RCTT in placing its Internet portal www.ictt.by on the Chinese domain name
4) develop recommendations for the use of Chinese Internet portals for open innovation, social networks, artificial intelligence resources, Chinese online translators, and other tools for promoting the RCTT Internet portal in China, which will be hosted on the ictt.cn domain
5) Provide assistance in debugging and launching the RCTT's Internet portal ictt.by on the domain name ictt.cn.
