On August 19, 2025, in the Gansu Productivity Promotion Center (Lanzhou, Gansu Province, China), Dr. Alexander Uspenskiy, Director of the Republican Center for Technology Transfer (RCTT), met with Zhang Jinglin, Director of the Center, Shi Baoguan, Deputy Director of the Department of Science and Technology of Gansu Province, and Deputy Head of the Department of International Science and Technology cooperation and exchange of Liu Zhenjiang.

The Parties discussed the state and prospects of cooperation in the field of technology transfer and commercialization. At the end of the meeting, the signing ceremony of the Memorandum of Cooperation between the RCTT and the Center took place. The memorandum was signed by Zhang Jinglin, Director of the Center, and Dr. Alexander Uspenskiy, Director of the RCTT.

The subject of the Memorandum is the establishment of partnership relations between the Parties aimed at the establishment of the Belarusian-Chinese (Gansu) Technology Transfer Center. The aim of the project is to facilitate the access of Chinese organizations to technology offers, technology requests, business offers, business and R&D requests of Belarusian organizations and, conversely, to facilitate the access of Belarusian organizations to technology offers, technology requests, business offers, business and R&D requests offered by Chinese organizations.

The Gansu Productivity Promotion Center has become the 102 foreign and 28 Chinese partner with which the RCTT signed an agreement on cooperation in the field of technology transfer and commercialization.

The Gansu Provincial Productivity Promotion Center was founded in 1984 and is subordinate to the Gansu Provincial Administration of Science and Technology. The Center is a county-level institution whose activities are fully funded from the State budget. The purpose of the Center is to assist small and medium-sized enterprises of Gansu Province in the transfer and commercialization of Chinese and foreign technologies.

As part of the signed Memorandum, Dr. Alexander Uspenskiy visited the Academy of Agricultural Sciences of Gansu Province on August 19, and three high-tech small enterprises on August 20:

- Shenlong Aviation Technologies of Gansu Province (development and production of unmanned and light aircraft);

- Kohn & Shawn Pharmatech (development and production of pharmaceutical substances);

- READLINE (development and production of biotechnological substances).

He got acquainted with the activities and achievements of the organizations he visited, informed about the services and information resources provided by RCTT to Chinese organizations, and discussed prospects for cooperation in the field of technology transfer and commercialization. At the Academy of Agricultural Sciences of Gansu Province, he presented proposals for cooperation of organizations of the Department of Agrarian Sciences of the NAS of Belarus, at the Shenlong Aviation Technologies of Gansu Province - proposals for cooperation of CJST "Aviation technologies and systems", at Kohn & Shawn Pharmatech - proposals for cooperation of Manufacturing Enterprise "Academpharm", and at READLINE - proposals for cooperation of the Pilot Production of the Institute of Bioorganic Chemistry of the NAS of Belarus.
