US Federal Laboratory Consortium Launches Public AI Consultant to Navigate Technology Transfer Mechanisms

The Republican Centre for Technology Transfer (RCTT) continues to monitor best global practices in the use of artificial intelligence (AI) to support technology transfer and commercialization.

The Federal Laboratory Consortium (FLC) - a nationwide network of more than 300 federal laboratories, agencies, and research centers in the US — has announced the launch of a new artificial intelligence tool: the “T2 Mechanisms Chatbot”. The chatbot is embedded directly on the T2 Mechanisms page of the federallabs.org website and is available as a widget in the lower-left corner of the screen.

The AI ​​consultant was developed by FLC as a tool for navigating technology transfer mechanisms. Users describe in free-form text what they hope to achieve through interaction with a federal laboratory - access to equipment, researchers, intellectual property, or other resources. Based on this input, the AI consultant selects the most suitable option from more than a dozen possible mechanisms (CRADA, exclusive and non-exclusive licenses, Work-for-Others/Partnership agreements (WFPP), grants, cooperative agreements, contracts, Other Transaction Authority (OTA) agreements, prize competitions, and software/trademark licenses), provides a clear explanation of how that mechanism works, and points to the specific statutory authority it is based on.

Unlike the AI RCTT bot, the AI consultant at the UCI ANTrepreneur Center at the University of California, Irvine (USA) – ZotGPT, and the Association of University Technology Transfer Managers (AUTM, USA) AI consultant AUTM Compass, the FLC T2 Mechanisms Chatbot is not a RAG consultant with a "fallback" call to generative AI when the answer is not found in the knowledge base. The FLC T2 Mechanisms Chatbot is an AI tool based on decision tree logic that directs the user to the appropriate technology transfer mechanism.

According to Stephen Crutchfield, one of the tool's developers, the FLC team consolidated dozens of federal statutory authorities into a simplified decision tree, so that someone approaching the technology transfer system for the first time can quickly orient themselves without deep knowledge of the underlying legislation.

The developers specifically stress that the chatbot was built to “guide” users toward the right technology transfer specialist, not to replace live consultation. After receiving a recommendation, the user still needs to discuss deal details with a specific laboratory or its representative.

The launch of the T2 Mechanisms Chatbot is one of the first publicly documented examples of using conversational AI specifically as a “navigator through technology transfer instruments and mechanisms” at the scale of an entire national laboratory network, rather than a single organization. This sets it apart from customer-support chatbots or patent-data analytics platforms: the system addresses a concrete practical problem — removing the barrier of first contact for inventors, businesses, and institutions who do not know which legal mechanism to start with when partnering with a government laboratory.

This approach reflects a growing international trend toward embedding AI consultants into the operational work of technology transfer offices - from selecting the right legal mechanism for a deal to subsequent specialist follow-up.
