The Center for System Analysis and Strategic Research of the NAS of Belarus (CSASR) is looking for partners in the People's Republic of China to implement a project within the framework of the Belarusian-Chinese call of joint scientific projects "BRFFR-NSFC-2024" («БРФФИ–НФЕНК-2024») on the topic "Development the Belarusian-Chinese segment of the information technology platform for the transfer and commercialization of technologies for collective use on the basis of an automated information support system for innovation and technology transfer of the National Academy of Sciences of Belarus”.

Brief information about the problem. In Belarus has developed an automated information support system for innovation and technology transfer of the NAS of Belarus on the basis of which the Network of the Republican Center for Technology Transfer (RCTT) operates, providing information support for the transfer and commercialization of technologies created both in the Republic of Belarus and abroad. In order to improve the information support of the organizations of Belarus and China in the field of transfer and commercialization of technologies, the CSASR, represented by RCTT, is looking for partners in China with resources similar to the RCTT network, in order to unite them by developing a regulation of interaction, testing a single integrated system and developing operational documentation. Within the framework of the project, it is planned to develop scientific, methodological and regulatory frameworks for the creation and operation of an information technology platform for the transfer and commercialization of technologies for collective use, in particular:

  • regulations and technological procedure for interregional and interstate exchange of scientific and technical information and transfer and commercialization of technologies;
  • guidelines for users of the information technology platform for the transfer and commercialization of technologies for collective use;
  • programs and test reports of the information technology platform for collective use. Trained professionals.

Priority studies will be aimed at solving issues that ensure the functioning of the components of the information technology platform (information databases, an interface for authorized access to data via the Internet, wide (free) access interfaces, regulations and procedures), which should develop in accordance with the needs of its participants, their clients and the need for coordination, monitoring of their work and information exchange between them.
