From February 20 to February 21, 2023, at the invitation of Samara University, a delegation of the NAS of Belarus consisting of the Director of the Republican Center for Technology Transfer Alexander Uspenskiy, Head of the Laboratory of Micro- and Nanosensors of the SNPO "Optics, Optoelectronics and Laser Technology" of the NAS of Belarus Nikolai Mukhurov, Vice-Rector for Scientific and Methodological Work of the State Educational Establishment "University of the NAS of Belarus" Dmitry Mazarchuk, Deputy Director for Research of the State Scientific Institution "Physico-Technical Institute of the NAS of Belarus" Igor Smyaglykov and Deputy Director for Research of the Republican Unitary Enterprise "Research and Production Center for Multifunctional Unmanned Complexes of the NAS of Belarus" Alexander Shchavlev visited the university.

Purpose of the visit: implementation of the activities of the Roadmap for scientific and technical cooperation for 2022-2025 between the NAS of Belarus and the managing company of the World-class Research and Academic Centre "Engineering of the Future" (ANO "Institute for Regional Development”, Samara, Russian Federation), which was signed in Minsk on June 27, 2022.

On February 20, 2023, the delegation of the NAS of Belarus visited Samara University, got acquainted with the material and technical base of laboratories for metal forming, additive technologies, composite materials, production and testing of nanosatellites, unmanned systems. The discussion of issues related to the implementation of the Roadmap activities took place.

During the meeting with the Rector of the University Vladimir Bogatyrev, the status and prospects for the implementation of the Roadmap activities were discussed. Vladimir Bogatyrev stressed that Samara University is interested in cooperation with the NAS of Belarus in the educational and scientific fields. It is very important to fill the Roadmap not only with specific projects, but also to identify the sources of their financing, to involve industrial partners in their implementation. The parties came to an understanding that projects in the field of unmanned aerial systems are currently the highest priority in the Roadmap. In particular, they discussed the organization of mass production on the basis of organizations - participants of the World-class Research and Academic Centre (RAC) "Engineering of the Future" of high-capacity aircraft-type unmanned aerial vehicles developed by the NAS of Belarus. In addition, options for cooperation in the field of new materials, aerospace and geoinformation technologies, as well as the possibility of joint training of masters in double degree programs were worked out.

On February 21, 2023, a working meeting was held to discuss the educational projects of the Roadmap and the project “Creation of the Russian-Belarusian Center for Technology Transfer within the framework of the World-class RAC "Engineering of the Future". The meeting was attended by: Olga Mikheeva, General Director of ANO "Institute for Regional Development" managing company of the World-class RAC "Engineering of the Future", Advisor to the Governor of the Samara Region; Vladimir Bogatyrev, Rector of Samara University; Irina Ganieva, Director of the Research and Academic Centre "Kuzbass" (RAC "Kuzbass"); representatives of universities - participants of the RAC, etc.

As part of the discussion of educational projects, the following issues were considered:

  • opportunities for postgraduate study (doctoral studies);
  • creation of an international resource center for educational programs of the National Academy of Sciences of Belarus;
  • mutual internships with representatives of international management and specialized services;
  • joint training of masters with universities of the Samara region (with the issuance of double diplomas);
  • implementation of additional professional programs in 2023 for representatives of the real sector of the economy of the Republic of Belarus.

When discussing educational projects, the meeting participants paid special attention to the need to train specialists in the field of technology transfer and commercialization.

During discussing the project “Creation of the Russian-Belarusian Center for Technology Transfer within the framework of the World-class RAC “Engineering of the Future”, the meeting participants listened to the requirements of representatives of Russian and Belarusian organizations for the functions that the Russian-Belarusian Center for Technology Transfer (RBCTT) should perform. As part of the discussion, Alexander Uspenskiy outlined his proposals on using the network of the Republican Center for Technology Transfer https://www.ictt.by for information support of the activities of the RBCTT, the legal form, financing of activities, functions and structure of the RBCTT. The participants of the meeting agreed that the RBCTT should be created in the form of an international association whose members will be the World-class RAC "Engineering of the Future", the RAC "Kuzbass", Samara University, the NAS of Sciences of Belarus, other Russian and Belarusian universities interested in the activities of the RBCTT, research organizations and industry partners.

As a result of the visit, within the framework of the agreements reached, the Roadmap for scientific and technical cooperation between the NAS of Belarus and the ANO "Institute for Regional Development" the managing company of the World-class RAC "Engineering of the Future" for 2022-2025 appropriate changes will be made. The next meeting to discuss the implementation of the Roadmap is scheduled for May 2023.
