On August 25, 2025, in Changchun (Jilin Province, China), at the office of the Changchun Personnel and Talent Development Group, Dr. Alexander Uspenskiy, Director of the Republican Centre for Technology Transfer (RCTT), met with Sun Kun Group CEO, Xu Qingguo, Deputy CEO, and others.

The meeting was organized by the Taizhou BaiCui Sci&Tech Service Co., Ltd. as part of an agreement signed by RCTT and the company on August 22, 2025.

The parties discussed the state and prospects of cooperation in the field of technology transfer and commercialization. At the end of the meeting, a signing ceremony was held for the Framework Agreement on Strategic Cooperation between RCTT and the Changchun Personnel and Talent Development Group. The framework agreement was signed by Sun Kun, CEO of the Group, and Dr. Alexander Uspenskiy, Director of the RCTT.

The subject of the Agreement is the establishment of partnerships between the Parties aimed at facilitating scientific and technical cooperation between Belarusian organizations and organizations in Changchun in order to accelerate the transfer and commercialization of scientific and technical achievements.

Changchun Personnel and Talent Development Group has become 105 foreign and 31 Chinese partners, with which RCTT has signed a cooperation agreement in the field of technology transfer and commercialization.

On the same day, as part of the signed agreement, Dr. Alexander Uspenskiy visited Changchun Cedar Electronics Technology Co., Ltd. where he got acquainted with the company's products and production and held talks with the company's CEO Wong Ruiguang, General manager Li Gen and Professor Huang Yaowei, where he informed about the services and information resources provided by RCTT to Chinese organizations and proposals for cooperation of the Center for LED and Optoelectronic Technologies of the NAS of Belarus, discussed prospects for cooperation in the field of technology transfer and commercialization.

Changchun Cedar Electronics Technology Co., Ltd. was founded in December 2001 and is headquartered in Changchun. It covers an area of 50,000 square meters, and employs 650 people. The main activity is research and development, production, sale and service of LED displays and high-power LED lighting devices. Authorized capital: 110 million yuan.
